In Upper Moreland, neighbors look out for one another, local leaders are more accessible, and residents have a voice in shaping the future of their neighborhoods. That’s exactly the kind of community Sarah wants to continue building as commissioner. Her goals include improving transparency and communication between residents and local government, expanding partnerships with our schools, and investing in infrastructure that makes our neighborhoods safer.
Sarah’s goals for Upper Moreland

While the Upper Moreland School District already maintains a strong relationship with the Police Department, holds quarterly meetings with township leadership, and funds a local tutoring program, Sarah believes there are additional opportunities for collaboration between our two governing bodies. In Ward 7—home to three of the district’s four school buildings—she would like to improve communication around school events that impact traffic and parking in nearby neighborhoods, ensuring residents are better informed and less disrupted.

Knowing that there are possible forthcoming updates to the township buildings, Sarah would propose this ordinance to ensure that public construction projects are awarded to contractors who meet clear standards for safety, performance, and fair labor practices. This policy would promote accountability, protect workers, and help ensure high-quality outcomes for township-funded projects.

Sarah proposes developing a community toolkit to help residents prepare for and respond to weather-related disasters such as floods, storms, and extreme heat. This resource would provide practical guidance, emergency contacts, and information on township services to support safety and resilience.

Sarah would support public safety by ensuring our police, fire, and emergency services have the resources they need to serve effectively and equitably. She would also invest in safer infrastructure—like sidewalks, street lighting, and traffic calming measures—and strengthen communication between residents and first responders to build trust and prevent issues before they arise.

Serving the residents of Upper Moreland
Sarah Byrnes currently serves on the Board of School Directors for the Upper Moreland Township School District. She was appointed in 2022 and subsequently elected in 2023 to complete the remainder of the term. Over the past two years, she has held the roles of Board Treasurer and Chair of the Budget and Finance Committee. Her term concludes in December 2025.
School Board Highlights

As Treasurer and Chair of the Budget and Finance Committee, Sarah oversaw the district’s budgeting process for two school years, bringing transparency and accountability to financial planning.

Oversaw the purchase and renovation of a new Administration Building, gaining firsthand experience with municipal facilities planning and construction.

Initiated and commissioned a comprehensive facilities study to identify and prioritize building updates across the district, supporting strategic decision-making and operational improvements.

Participated in successful negotiations with the Upper Moreland Education Association teachers’ union, resulting in the adoption of a new four-year contract—an important step in strengthening labor relations and ensuring educational stability.

Helped expand programming for special education students aged 18–22 by securing additional staff and renovating space within the new Administration Building. This program, launching in fall 2025, will provide these students with an age-appropriate setting and greater access to community-based learning.

Supported the adoption of district policies to protect all students and served as the Board’s liaison to the Diversity, Equity, Inclusion, and Belonging (DEIB) Committee.
